Where e-invoicing is on, an issued progress certificate is filed with the tax authority as a standard tax invoice, the same way as a sales invoice. Nothing extra is needed when issuing: the certificate is queued as it is issued and sent shortly after.
Before you start
E-invoicing must be set up. See Set up e-invoicing and go live.
In Compliance Settings, switch on Progress certificates.
The contract's VAT must be mapped to a tax code in Compliance Settings, like any VAT you invoice.
Set the contract up for filing
On the contract (Edit), under E-invoicing:
Choose the Code type and enter the Service code registered with the tax authority for this work. In Egypt every line needs a GS1 or EGS code.
In Certificate filed as, choose one line for the period's work (the usual choice), or a line per BOQ item.
If the client withholds tax, choose the Withholding tax code and enter the Withholding %.
How a certificate appears on the e-invoice
Each line is quantity 1 at its value; the measured quantity and unit are in the description.
Penalties and other deductions reduce the taxable amount.
Retention and the advance recovered are deducted from the amount payable, so the e-invoice's payable equals the certificate's net due.
Where VAT was charged on the advance (the contract's VAT is charged on the work less the advance recovered), the advance recovered also reduces the taxable amount, so VAT is not charged twice.
With a withholding code, the withholding tax is shown on each line and deducted from the total, as the Egyptian authority expects.
The certificate's page shows the e-invoice status once it is sent. The printed certificate carries the tax authority's reference and QR code once it is accepted.
Common questions
A certificate was refused for a missing service code. Set the Service code on the contract, then retry the document from the e-invoicing documents list.
Do I file a certificate that has not been issued? No. Only issued certificates are filed; drafts and approved certificates have billed nothing yet.
